The CAGC/ACEC Joint Committee continues to discuss the impacts of the federal bi-partisan infrastructure act and the over $288 million in funding that will be allocated to the Carolinas. Concerns have been voiced over the ability of our utility infrastructure owners, engineers, and contractors to design, bid and build the large number of projects expected because of this funding. The Joint Committee believes a key to completing these projects in a timely manner is to further educate utility owners on various alternative delivery methods. The Joint Committee has undertaken a project to develop information to educate owners in the pros and cons of each of the following delivery methods: Design-Bid-Build, Design Build, Progressive Design Build, Construction Manager at Risk, Negotiated Time and Material, Emergency and Public Private Partnerships.
