Bernice Russell-BondBernice Russell-Bond
Bernice Russell-Bond, a cybersecurity leader with more than 25 years of experience, serves as the state chief information security officer for the N.C. Department of Information Technology.

Russell-Bond oversees North Carolina’s cybersecurity efforts with a focus on strengthening partnerships and collaboration at the state, local and federal levels. She enjoys leading teams to empower all staff in fostering an effective cybersecurity culture.

Russell-Bond has held a variety of private-sector and nonprofit leadership roles in cybersecurity operations, risk management, IT governance, incident management and auditing. Before joining NCDIT in March 2025, she was chief information security officer and vice president of information security at RTI International. She also owned and ran her own IT risk management consulting firm for nearly 20 years. Read her full bio on the NCDIT website.

Kevin HanKevin Han
Dr. Kevin Han is an associate professor and Edward I. Weisiger Distinguished Scholar in the Department of Civil, Construction, and Environmental Engineering at North Carolina State University. He received a Ph.D. in Civil Engineering (Construction Engineering and Management emphasis) and Master of Computer Science at the University of Illinois at Urbana-Champaign, a MS in Civil Engineering (Construction Engineering and Management emphasis) and a BA in Architecture/Minor in Structural Engineering at the University of California, Berkeley.

Prior to joining NC State, Dr. Han was a founding member and Lead Construction Management Engineer at a startup called Reconstruct that provides a web-based visual platform that continuously reconstructs and visualizes Reality directly within 4D Building Information Modeling (BIM), measures progress and productivity, and analyzes risk for delay. Read his full bio on the NC State website.

Christopher Arnette
Chris Arnette is a Programs and Planning Staff Engineer with the NCDOT Division of Aviation, where he focuses on advancing innovative technologies across the transportation system. A graduate of NC State University with a degree in Mechanical Engineering, Chris completed a two-year rotational program with NCDOT, gaining hands-on experience across multiple divisions. He is passionate about applying his technical expertise to improve safety, efficiency, and service delivery in public infrastructure.
