Nationally, unemployment in the construction industry topped 22% at one point in 2009, only to escalate further in 2010. And unless a contractor was able to snag some stimulus work, opportunities remained relatively sparse.

DOT: Stimulus money increasing for North Carolina construction workers
"The stimulus is starting to help people," says Berry Jenkins, the North Carolina Highway Heavy Division Director at the Carolinas Chapter of the Associated General Contractors of America.
Jenkins thinks that N.C. will see a peak to the stimulus transportation spending in the fall. Carolinas AGC Construction Barometer posts modest gain
For first quarter 2009, the Carolinas AGC Construction Barometerâ„¢ posted a modest 3.3% gain due to growing evidence of a slowing rate of economic deterioration in Carolinas commercial construction. The rate of downward change in first quarter was much less severe than the drop in activity experienced in latter 2008.
